I'm running it on Linux. Can you check the doc and see if you need to set TOMCAT_HOME and JAVA_HOME before you start Tomcat? You can skip the index.html at the end of the url. I just copied and pasted the full url after it came up on my browser. It isn't difficult to get Tomcat running standalone on Windows. It's probably something very simple to correct. It's just a matter of stepping through the install instructions to see what you need to do. Happy New Year to you, too.
