In webapps/admin/WEB-INF/web.xml there's somtheing like this:
<web-app>
<security-constraint>
...
<auth-constraint>
<role-name>admin</role-name>
</auth-constraint>
</security-constraint>
<login-config>
<auth-method>BASIC</auth-method>
<realm-name>admin</realm-name>
</login-config>
</web-app>
Try adding this into conf/tomcat-users.xml:
<tomcat-users>
...
<user name="admin" password="tomcat" roles="admin" />
</tomcat-users>
