ClassPath and setTomcat_Home variables?

hi
I have a problem to run Tomcat ,I have win98,jdk1.3, when I start to run it
I get an error like>
 Out of environment space
Unable to locate servlet.jar, check the value of TOMCAT_HOME.
how can I check the value of TOMCAT_HOME,JAVA_HOME?
