I may be sticking my neck out here but shouldn't you be using mod_jk.so now?
I had a similar problem to you with the apxs command, it turned out I had
the Java path wrong in the apxs command line(which is a bit different from
yours). You may also need the apache source to get apxs, but I may be wrong
with that.
I got all of the information I needed from one of the documentation
articles, the one about obtaining mod_jk.so, I'll try and find the proper
name for you.
Someone else may have a suggestion on what is was called.
