Tomcat Not Shutting down properly

Hi,   After I shutdown Tomcat once using it's shutdown script i  am unable to run the server again till i restart my Linux Server. It gives a error message saying something like "Address already in use". I think it is not shutting down properly.   How can I solve this problem? Or some work around?   - Allan
