Problems with set JAVA_HOME in tomcat.bat

When I will execute startup.bat the message "You must set JAVA_HOME to
point the Java-Development-Kit".

I tried a lot of possibilities but nothing happens.
Which file is to configurate? And which String I have to insert?
Perhaps:"C:\Programme\Java-Development-Kit"

Please help me...
