enctype="multipart/form-data" problem

Hi

I read here http://www.oop-reserch.com/tomcat_3_1_ext.html that JSP
could NOT handle yet data posted by a form with the method POST and 
enctype="multipart/form-data".

Is this true?
At least when I tried it out under Tomcat 3.1. it did not work.

Did anybody solve the problem?
