If the remote machine is NT server then under the
administrative tools there is "Server Manager" which can
view/start/stop services on another machine.
If the remote machine is NT workstation there is a free-ware
control pannel called RemoteServices which can start
and stop services on any machine other machine that you have
logged into (through mapping a drive or whatever).
