Note also that if/when you switch to Tomcat 4.0, it *always* uses a validating
XML parser.  Therefore, the order of the elements (even after using the include
mechanisms discussed on this thread) must still conform to the DTD.

Of course, you *really* want this to happen -- otherwise your app might not be
portable to some other servlet container that is picker about element order than
Tomcat is.
