I reade the messages as suggesting that you have Tomcat installed at C:\tomcat and are setting tomcat.home to D:\tomcat
 
I have gotten the "The device is not ready" when I'm trying to read a CD that isn't in the drive.
 
OTOH, I could be far out in left field ;-)
