There are two issues we had when trying to setup IIS and tomcat that may help.
 
First check that all your registry settings are correct - all the spelling should be spot on!
 
The other issue we found was that the configuration files (tomcat/conf) were in UNIX format - the carriage returns were not recognized. We opened each and saved it in Windows formatting and the light went green and all rejoiced.

But for me even though the worker_file and the worker_mount_file settings are OK, the status is still showing a red downward-pointing arrow.....
 
Please help.
