I had the same problem when I had accidently used the 
tomcat-connectors-1.1M1-src.tar.gz distribution to create the jk2 module 
instead of the jakarta-tomcat-connectors-jk2-2.0.2-src.tar.gz.

I don't know what the difference is between the two, but when I switched to 
the latter one it started working as advertised. My configuration is:

Redhat 8.0
Apache 2.0.47
jakarta-tomcat-connectors-jk2-2.0.2-src.tar.gz
tomcat 5.0.6 (just now attempting to test 5.0.7)
