Very simple. Have them install eclipse from www.eclipse.org. Have them get the Tomcat Sysdeo plugin from http://eclipse-plugins.2y.net/eclipse/plugins.jsp?category=Whatsnew (whenever the little bugger decides to come back up) Have them install the latest non-LE tomcat package on their desktops and then make sure it doesn't run as a service if they are on windows.
