Yes, they do. AFAIK, if they are outside the VirtualHost block, they only apply to those requests NOT matched by a ServerName, which would not be the case in the example below.

Tomcat 4 and Tomcat 5 configuration with mod_jk are the same.
Do you have something like this in your httpd.conf file?
