Alternatively, you can change where httpd.conf looks for the file, copy your
desired file to that location and not care if Tomcat recreates it.

Just copy the contents that you want directly into httpd.conf (you might 
have to merge <VirtualHost> settings). Then disable the Listeners in 
httpd.conf.
