I use jdk 1.4, i can register the provider statically in "java.security" file but it will be registred for all web application ...
(I thought also to put it in $CATALINA_HOME/shared/lib/)
But my sytem works great when i start manually tomcat (startup.sh), i encrypt, i have no error in my catalina.out
Someone can tell me a difference between manual startup and the "automatic reload" (by class time modified) or the manager application restart ?
Is it a CLASSPATH problem ?

If you have Problems with Security.addProvider call you might try to register the provider statically in your "java.security" file. (should be in the jre/lib/security/ dir)
Try to add the provider:
security.provider.4=<com.organization.ProviderXYZName>
It might be, that the Original Provider must reside in first position.
