Jon, That was it. Tomcat was sending no-cache and IE was respecting it. I took the URI out of a security constraint (it was actually a "auth-constraint-less" security constraint for whatever reason), and it works.
Now, the significance of the header diff is painfully obvious.... Tomcat has probably added the Expires, Pragma and Cache-Control headers. Tomcat does this by default if the requested resource is within a security-constraint.
