Try not to install Tomcat in the Program Files path. The path to Tomcat installation SHOULD NOT have any space in between.
By the way, have you already checked if the installation of Tomcat was indeed successful by bringing up the Tomcat page with http://localhost:<your_port_number> ? If you are simply accessing a JSP page under <catalina_home>/<your project>, you don't have to use the deployment descriptor (i.e. web.xml).
