Howdy, You must use GNU tar to expand the tomcat tarball. Or you could just download the zip archive of tomcat.
There are far too many variables that could cause the number of threads in the JVM to exceed security.maxConnections. As JServ is dead, I don't care to investigate this further, but maybe others will ;) Move to tomcat.
