Normally this is handled by the <welcome-file-list> element in the web.xml. However, its functionality is handled by the StaticInterceptor, so if that is removed, it doesn't work.
No simple workaround comes to mind at the moment. Not so simple is to customize StaticInterceptor to do only what you want.
