Err.. why are you using Tomcat 3.3.1a? You can install Tomcat 4 as a service by using the version packaged as a windows installer or you could use the Tomcat service manager which you can find here: http://web.bvu.edu/staff/david/index.jsp?subsection=tcservcfg&page=overview
