It looks like this is not a complete request. See how the SESSION_ID gets cut off at the end?
Are these packet dumps from the machine running Tomcat, or the machine running the target to which Tomcat proxies?
I would try enabling the RequestDumper valve to see what Tomcat is seeing, instead of dumping TCP packets. It should be easier to read...
