I'm working on a JDK1.3 version of the clustering, hopefully the next stable release

I do happen to know that no it's not possible for you to add that class (it's an interface, and a number of the core JDK classes are retrofitted to implement it) to your jar. It might be possible, though Filip would have to chime in and want to do the work (unless you do it yourself), to make tomcat's clustering code work on JDK 1.3.
