In the \work folder, neither the source or class file timestamps are updated. If we delete the files, then Tomcat will regenerate and recompile the appropriate (new) JSP file. So this is a better workaround than restarting. It did used to require Tomcat being cycled. As an extra note, reloading the context through the manager app also does not work.
