At this point I only have two ideas. Idea # 1 is that you are starting tomcat with some sort of flags that affect security.

In the adminlog, <http://home.arcor.de/plsdontreply/tomcatlogs/localhost_admin_log.2003-1 2-29.txt> I cannot find anything regarding "save" or "Commit Changes".
