The JVM options for Tomcat 5 go in HKEY_LOCAL_MACHINE/SOFTWARE/Apache Software Foundation/Tomcat Service Manager/Tomcat5/Parameters but they look somewhat tricky to enter yourself.
Instead you may specify them by running "Configure Tomcat", select the Java VM tab and enter appropriate JVM options in the Java Options section as these are written to the registry. Another way to go is to use procrun, http://jakarta.apache.org/commons/daemon/procrun.html.
