Yes. Telnet to the port on which Tomcat (or the HTTP connector is listening) -- i.e., telnet <foo.tld> <portnum>

Nothing special about HTTP that you are missing. Make sure you are running the HTTP connector on the same port your firewall is forwarding to -- default would be port 80 for HTTP ... Tomcat HTTP connector defaults to 8080.
