Are you using IE  ? If you are you may want to check the following setting,

Tools->Internet Options->General Tab->Settings.button->Check for newer versions of 
stored pages...

Howdy,
You may wish to set reloadable=true for your context.  Another thing to check is that 
you clear your browser's cache between accesses.  Your browser may be caching the page.
