I have the same problem if I add libraries to the tomcat service configuration.
If I don't do that, then everything works ok! I used service.bat to install Tomcat as a service. The startup.bat from Tomcat should work anyway! It might however take some time before you get some text in your DOS box. The DOS box stays open!
