I have the same problem if I add libraries to the tomcat service
configuration.

If I don't do that, then everything works ok! 
I used service.bat to install Tomcat as a service.

The startup.bat from Tomcat should work anyway! It might however take some
time before you get some text in your DOS box. The DOS box stays open!

If that does not work, then check the logs.

Variables are set OK... 

Btw, when attempting to start as a service, windows reply:
Cannot start Tomcat service...
The service did NOT return any errors.
Could be an internal windows error etc... contans sysadm...
