No I never had any reply from anyone. I found it on Bugzilla but that seemed to relate 
to an older version of JK and Tomcat but I suppose it is a bug in JK2 with IIS but who 
knows for sure :(

The way in which I have worked around this problem at the moment is to have the 
multipart form action go to the full web address with tomcat port

e.g <form action="http://server:8080/upload.do"; ...>

My upload.do Struts Action then removes the port and returns the user to the usual 
page e.g

response.sendRedirect("http://server/uploadDone.do";);
return mapping.findForward("");

This works but it is not the best solution really. If you find a better answer please 
let me know!
