This is why we say to use GNU tar to unpack the tomcat tarballs in bold letters on the download page ;) The reason some other/older tar executables don't handle it well is because of the very long paths (>7 directories) in the tarball. Flattening out our tarball is not likely to happen ;) Consider using the zip distro instead if you can't get/use GNU tar (e.g. due to a nitpicky sysadmin ;)).
