Raymond, You have user names and passwords defined. Now for each of these did you also define the role?
For a user to access the administration page the role of admin must be added for that person. One thing, is if you did add roles, is to check the syntax. Try setting up a user with only the role of admin. Are you using the .xml file or a database?
