Kam, Your war file should still get unpacked. Having a context defined will not affect that. You probably have a misconfiguration in your server.xml. If you post your server.xml here then someone may spot the problem.

I come to a conclusion is that the Context is used for web component that need not to be unpacked when Tomcat startup. Another the way to say this is that if I need the web component to be unpack when Tomcat startup, then I should not defined a Context for that web component in the server.xml. Please let me know if this is not the case.
