Hahaha, did you click on the Japanese link by mistake:). Seriously though, I was working on w2k with Japanese IME installed for a long time, I know if you set you default locale to Japanese locale, some of the pages will display things in Japanese. Maybe that's the case with your system, that your default locale is Japanese and tomcat uses resource bundle for Japanese.
