Tomcat cannot unpack war files

Version Tomcat 4.1.18
OS: SUSE Linux kernel 4.2
Java: 1.4.2
unpackWars and autodeploy is set to true in server.xml

BUT: Tomcat will not auto deploy or unpack the war files.
