I did this with my site, and had the empty string pointing to my /portal app. Everything worked okay until I put in container-managed security, and then when restricted pages were redirected to the login jsp, Tomcat seemed to lose the context completely, so none of my links worked (using request.getContext() or <c:url .../> on the login page except the submit button.
I stuck in a mini-app under the root to redirect to /portal as a work-around, but presumably this isn't expected behaviour. Digby PS.
