You asked about pen in my other thread, it could take care of this for you in that you could blacklist the failed server for a period of time so that no requests are directed to it.
I dont know how well JK2 handles failover but perhaps you could have another workers2.properties that didnt include the failed server, then you can switch it in and kill -HUP apache to reread the config files. This will allow you the time to get the tomcat back up before using the original workers2.properties again and another kill -HUP. I have down loaded latest and it worked smoothly. Now web application (in tomcat) availability is the problem! While tomcat is still loading, mod_jk directs the calls to tomcat and web-app is not ready yet. I see this is a missing feature from ajp13 (documented some where).
