Download the Servlet 2.2 or 2.3 specification from http://java.sun.com/products/servlet/
 
Tomcat 3.2 implements the 2.2 spec and Tomcat 4.0 implements the 2.3 spec.  The download file is a PDF and contains all the documentation for web.xml.
