I think I'm seeing your trouble. The stuff you have in WEB-INF/DB-Test.xml should be in web.xml instead. In mine, the <resource-ref>...</resource-ref> stuff is at the end of the file just before the closing </web-app> tag. In tomcat versions 3 and 4, the order of elements in web.xml was important.
