I just reinstalled tomcat and now it works
maybe on windows there are some strange registry key to be set if you set the JAVA_HOME env variable after the installation.
But don't know which one

I guess you most definately need the "j2sdk" (SW development kit) and not the "j2re" (runtime environment), as you need the compiler..!!
But it still didn't work?!
