It could be a matter of >"<
JAVA_OPTS=-Xms"512m" -Xmx"3072m"
Or thomething like this.
It seems to be a windows related problem (if you are using windows ;-)

That is just java related. 
Tomcat has no upper limitations.

The maximal memory depends on the vm implementation.
You might try a newer version of the jdk or a jdk from a different vendor.
