Hi, Michael,

 As i known and tested, with tomcat 4.0-beta you can use the <env-entry> element
of web.xml to pass environment entries to the entire Web application deployed on
tomcat. Refer to j2ee spec v1.3 (chp. 5) and Craig R. McClanahan's respondent
email "Re: env-entry in Tomcat" of this list.
