I recommend you write your xml-file generator app more robustly.  Stick
to the JAXP interfaces and you shouldn't be seeing any of these issues.
Don't includes xerces.jar in your distribution unless absolutely
necessary for reasons outside your control (such as you're using an
ancient XMLC version).

We note the version supplied with each Tomcat release in the Release
Notes.  You can search the JDK release notes for what version of Xerces
(or actually Crimson for JDK 1.4) they supply.  Then you can try to do a
feature comparison yourself.
