Tomcat is capable of server static and dynamic content with out Apache. One of the main benefits to using Apache is to let Apache server the static content and thereby reduce the load on Tomcat. By default, the document roots for your various webapps are in $CATALINA_HOME/webapps/$WEBAPP_NAME . At least that's true of Tomcat 4.1.x. I haven't begun using 5.0.x yet.
