One additional point to Wendy's excellent advice:

Note the image's URL:

This will appear to work, as long as you're running Tomcat and your web
browser on the same machine.  What you've written here will attempt to
load the image from "C:/whatever..." on the browser host, not the Tomcat
host.  It's unlikely your end-users will have the image on their local
hard drive.

Use context-relative paths for your image tags and other intra-webapp
content.  The JSTL tag "<c:url/>" was written just for this (it takes
care of finding/attaching the context path for you, such that a webapp
may be installed at any URI.)
