One thing I had to do on Windows ME is increase the environment space on
on the Command Prompt that executes startup and shutdown.  
 
Once the startup fails, click the properties icon on the command prompt
box,
go to memory, and for Environment space choose 2048 instead of AUTO.
 
This will create a windows shortcut to the batch file that has this
setting.
Use the shortcut to run the batch file, and things just might start
working.
 
One other thing that I did wrong was misspell my TOMCAT_HOME 
enviroment variable... so it was pointing to the wrong place.  All of
the above
gave me results similar to what you are seing.

You must set a CLASSPATH variable.  As you have used extended directory
names (i.e. C:\Program Files\Apache Web Server\Jakarta-Tomcat), you'll
need to explicitly set a CLASSPATH environment variable.

CLASSPATH=%CLASSPATH%;%TOMCAT_HOME%\webapps\ROOT\WEB-INF\lib\j2ee.jar
set CLASSPATH=%CLASSPATH%;%TOMCAT_HOME%\lib\jaxp.jar
set CLASSPATH=%CLASSPATH%;%TOMCAT_HOME%\lib\parser.jar

I'm running Win ME.
Here is a copy of my autoexec.bat file:

However, when running startup.bat file, I got the following error msg:
 
Unable to set CLASSPATH dynamically
Note: To set CLASSPATH dynamically in Win9X systems
only DOS 8.3 names maybe used in TOMCAT_HOME!!

What does it mean by DOS 8.3 names use in TOMCAT_HOME  ??
Is this the right way to set path in Win ME ??
