Actually, no -- there should be one web.xml per webapp:
{webapp}/WEB-INF/web.xml
-but if that doesn't exist, it's a moot point.
Browser/proxy caching issues? If you've cleared out the (right) work
dir and restarted Tomcat, then Tomcat must regenerate the classes based
on the JSPs.
