Hi, 1. Because relevant changes have occurred since 5.0.19 (namely more of Tomcat's bootstrapping code using commons-logging).
2. I don't know, looks like an omission for the catalina.bat file. The Windows Service classpath is set by its installer (the .exe distribution). The FAQ now has a separate section on logging with some additional/updated info.
