Hi, What Tomcat version are you using? Are you running Tomcat as a Windoze service?
There's a similar issue in Bugzilla, in fact I was just reading it when I saw your post: http://issues.apache.org/bugzilla/show_bug.cgi?id=31239. When you say you shut down the ActiveMQ broker properly, I assume you do this in a servlet#destroy or a ContextListener#contextDestroyed method?
