webdav and tomcat 4.0

I've been trying to create a new folder using the webdav servlet and tomcat
4.0 and
MS WebFolders client. It won't allow me to create folders. Is this feature
supported
at this time. How well tested is the webdav servlet ?

any info would be appreciated.
